Our work focuses on the space between policy and implementation.

We work alongside governments, development partners and education providers to strengthen mainstream education systems so they can respond effectively to the diversity of learners in their communities.

From national policy and system design to teacher development, implementation and evaluation, our work is grounded in a simple principle: inclusive education must work in everyday classrooms, not just in policy.

Our experience spans the Pacific, Australia, Southeast Asia, the United Kingdom and other international contexts, combining global evidence with local knowledge, priorities and capacity.

Working alongside education stakeholders in the Pacific to strengthen the implementation of inclusive education across the mainstream education system.

The work brings together policy implementation, workforce development, school-level practice and system planning to build sustainable approaches to inclusion.

  • reviewing models of support for learners with disability

  • strengthening approaches to disability and education data

  • developing sustainable models of specialist expertise and support

  • supporting collaboration between government, schools, communities and disability organisations

The focus is not on creating parallel systems for learners with disability, but on building the capability of the mainstream education system to respond to learner diversity.

Building Teacher Capability

Teachers are central to successful education reform, but professional development alone rarely creates sustained change.

Our work supports education systems to move beyond one-off training towards approaches that build capability over time.

This includes designing and supporting:

  • teacher professional learning

  • implementation of Individual Education Plans (IEPs)

  • coaching and mentoring

  • communities of practice

  • practical classroom resources

  • school leadership development

  • implementation support following training.

We focus on approaches that are practical, evidence-informed and sustainable within the resources available to the education system.

Where possible, our work develops local expertise and leadership, reducing long-term dependence on external technical assistance.

Making Learning Visible

Education systems cannot improve outcomes they cannot see.

Our research and evaluation work examines how education systems understand learner progress, particularly for learners whose progress may not be adequately represented through conventional assessment approaches.

We work with organisations to strengthen the connection between:

learner outcomes → teaching practice → implementation → system decision-making.

Our work includes:
